KOLKATA: The CBI, probing alleged financial irregularities at RG Kar Medical College, accused former principal Sandip Ghosh of "systemic rigging" of the process while awarding work orders at the hospital and allowing vendors close to him to prepare false documents and records. Ghosh had "groomed and mentored" a house staff to act like his muscleman and enforce a culture of threat and bribe, officers said.
The special CBI court will hear the case of alleged financial irregularities on Jan 20.
To manipulate the procurement process for the hospital, Ghosh started saying that proposals be sent directly through the deputy superintendent (non-medical) and not through the approved route of stores department, said CBI, which has so far gone through more than 480 documents on the sales and purchase of instruments and medicines at the hospital and questioned 115 witnesses.
Once the procurement order was issued, Ghosh allegedly ensured that Biplab Singha and Suman Hazra, whom he reportedly knew, got all work orders. They allegedly opened a cartel of firms through which they would submit proxy quotations and ensured none other than the members of the cartel bid for tenders. They also ensured the lowest and the highest bidders would be a firm owned by the cartel members, said CBI.
Ghosh also ran a nexus to induct non-deserving candidates as house staff. For this work, he had chosen Ashis Pandey, who collected money from undeserving candidates and offered them house staff positions at RG Kar, the probe revealed. The agency found that Pandey had collected Rs 8,000 and Rs 7,500 per month from two candidates for their selection as house staff. The CBI said those who refused to support Ghosh and Pandey were threatened with failure.
