Gurgaon: GMDA's enforcement wing sealed illegal entry and exit points of three ready-mix concrete (RMC) plants that encroached upon sector-dividing roads in sectors 112/114 and 78/79A. The action came after repeated violations despite prior notices issued to four RMC plants earlier this month.
According to officials, the metropolitan authority constructed these sector-dividing roads about a year ago. However, during recent inspections, it was found that RMC plants illegally created access points from these roads. These plants were also operating within residential and commercial zones as per the Gurgaon-Manesar Urban Complex (GMUC) Development Plan 2031, which is a zoning violation.
The inspection teams discovered that the movement of heavy tippers and the constant spillage of slurry from these RMC plants severely damaged the roads, while dust pollution worsened due to unchecked operations. "Notices were issued to plant owners directing them to justify their access permissions. With no satisfactory response, we took action and blocked the unauthorised entries by digging up the access points in front of these plants," district town planner of GMDA RS Batth said.
Apart from sealing the access points, strong directives were issued to clear the green belt and road areas. The violators have been given 72 hours to restore blocked drains and clean up the roads. Additionally, all movement of trucks and material-laden vehicles on these illegal access points and green belts has been prohibited.
"CEO GMDA has clearly directed us to act against illegal access points on GMDA roads. We have received complaints from residents, and we will continue to take strict action to improve the environment. Those with permissions must adhere to environmental guidelines, while violators have 72 hours to clear encroachments. No illegal access will be tolerated," Batth said, adding that the Change of Land Use (CLU) permissions of these RMC plants would be verified with MCG, and in case of non-compliance, strict action, including closure of the plants, would be taken.
During the visit to Sector 112, GMDA officials also observed unauthorised storage of construction materials on green belts. Announcements were made, instructing individuals to clear the area within 10 to 15 days. Those stocking materials on private land were warned to obtain proper permissions or face legal consequences.
