A local, Prasanto Purkayastha, had lodged a complaint with Burdwan PS on September 2011 alleging that De was collecting Puja subscription forcefully from people. De was subsequently arrested.
After his release, De appealed to the human rights commission in October, 2011, complaining that two sub-inspectors - Snehansghu Chakraborty and Ashis Chakraborty - physically assaulted and mentally abused him.
The commission took up the matter in May this year and the state was asked to take steps against the two SIs. They were told to give a compensation of Rs 50,000 to De.
