Transport dept proposes new framework to improve taxi services in Goa
Panaji: The directorate of transport has presented a new framework to taxi operators aimed at improving the state’s transport network. The proposals include the adoption of a uniform fare rate among taxi operators. In response, taxi operators have sought time to review the proposal.
All drivers using app-based platforms will be required to receive govt-approved fares for every trip. Payments to drivers must be settled by the aggregator on the same day before 11.59pm. Failure to comply will result in a 25% penalty per day on the aggregator.
Drivers using approved apps will no longer be required to have a traditional fare meter in their vehicles. Govt will reimburse up to 50% or Rs 20,000 (whichever is lower) of the annual insurance cost for drivers. For female drivers, the reimbursement will be 100% or up to Rs 30,000.
A Rs 1 lakh subsidy will be provided to female drivers for the purchase of new electric vehicles (EV). The proposed guidelines also allow drivers to use multiple apps to pick up passengers, expanding their earning potential.
Aggregators will be required to onboard only drivers with a valid Goa PSV (Public Service Vehicle) badge and only Goan taxis with valid permits. Aggregators must provide health insurance coverage of Rs 10 lakh to drivers onboarded on the app.
To operate in Goa, aggregators must obtain a licence from the State Transport Authority (STA), valid for three years, maintain a registered office in Goa, and pay a security deposit of Rs 5 lakh

to Goa govt. Aggregators must submit a self-declaration to confirm that they will strictly adhere to govt fare and licence conditions.
A dedicated grievance redressal mechanism will be established to resolve payment disputes between passengers, drivers and aggregators. Aggregators will be required to submit an annual compliance report to ensure adherence to the proposed guidelines.
Penalties have been set for violations, including a Rs 50 lakh fine for operating without STA approval and a Rs 5 lakh fine for failure to comply with govt fare and licencing conditions.
