Nadendla Bhaskara Rao was born on June 23, 1936, in Guntur. He served as the Chief Minister of Andhra Pradesh for a short period i.e., 31 days in 1984.

He played a played pivotal role in the formation of Telugu Desam Party (TDP) in 1982 along with N. T. Rama Rao. Rao is also known as the mentor to NTR, who was new to politics. In 1983, he joined NTR cabinet as Finance minister.

Rao is a lawyer by profession, graduated from Osmania University, Hyderabad. He entered into Andhra Pradesh Assembly in 1978. In Chenna Reddy's Cabinet, he served as a minister.

Rao's son Nadendla Manohar was a Member of Legislative Assembly (MLA) from Tenali Constituency. He was the last speaker of United Andhra Pradesh assembly.
