IRCTC’s new rule: Waiting list passengers no longer allowed in these coaches; key details

Starting May 1, 2025, new rules have been put into place by the Indian Railways. As per the latest news reports, this significant policy change would affect passengers with waiting list tickets. Under the new rules, such passengers are no longer permitted to travel in Sleeper or Air-Conditioned (AC) coaches. This move is in line to enhance the travel experience for confirmed ticket holders by reducing overcrowding and ensuring better accommodation.
Limitation on reserved coaches: Whether they were purchased online or in person at counters, passengers with waiting list tickets are now only allowed to travel in general (unreserved) coaches. They are not allowed to board the AC or sleeper cabins.
Penalties for con-compliance: Traveling in reserved coaches with a waiting list ticket is considered unauthorized. Passengers found violating this rule will face penalties: a fine of up to INR 250 for Sleeper class and up to INR 440 for AC class, in addition to the fare from the boarding point to the next station.

Enforcement measures: TTEs, or traveling ticket examiners, have been directed to strictly enforce these regulations. At the next station, passengers with waiting list tickets who try to enter reserved coaches will be disembarked and subject to a fine.



Adjustment to the Advance Reservation Period (ARP): The ARP is now 60 days instead of 120 days. As a result, travelers can now purchase tickets up to two months in advance rather than four.
OTP verification for online bookings: To enhance security and prevent misuse, IRCTC has made One-Time Password (OTP) verification mandatory for all online ticket bookings.
In order to provide customers with confirmed tickets with a more comfortable travel experience, the main goal of these modifications is to reduce crowding in reserved compartments. A recurring problem that raises discomfort and safety concerns is overcrowding. Indian Railways hopes to make travel more orderly and enjoyable by limiting passengers on waiting lists to ordinary coaches.

Confirmed tickets essential: Passengers are advised to ensure their tickets are confirmed before the journey date if they intend to travel in Sleeper or AC classes.
General coaches as an alternative: General coaches do not require reservations, thus those with tickets on the waiting list can still travel in them. For travelers who are unable to obtain confirmed tickets in reserved classes, this offers an alternate option.
