Full list of the American States that have sued Trump administration in the US Court of International Trade over tariffs

A coalition of twelve states filed a lawsuit against the Trump administration on Wednesday in the U.S. Court of International Trade in New York, seeking to halt its tariff policy, which they argue is illegal and has destabilized the U.S. economy. The lawsuit contends that President Donald Trump’s tariff policy, driven by "whims" rather than lawful authority, violates the Constitution by usurping Congress’s exclusive power to impose tariffs. It challenges Trump’s use of the International Emergency Economic Powers Act to justify tariffs, asserting that the act requires an "unusual and extraordinary threat" from abroad, which the states argue is not present.

In their lawsuit, these States have urged the court to declare tariffs unlawful and prevent their enforcement. Arizona Attorney General Kris Mayes labeled the policy “insane” and “economically reckless,” while Connecticut Attorney General William Tong called it a “massive tax” on families and a “disaster” for businesses and jobs. The lawsuit argues that Trump’s arbitrary imposition of tariffs disrupts the constitutional order and wreaks economic havoc.
Separately, California Governor Gavin Newsom filed a similar lawsuit last week in the US District Court for the Northern District of California, citing potential billions in lost revenue for his state, the nation’s largest importer. White House spokesperson Kush Desai defended the tariffs, stating the administration is using “every tool” to address a “national emergency” harming American industries and workers.
